A Salary and Review Administration Service to manage salaries and
employee performance (PB)
First break the employee administration business case into set of processes like you rightly identified two areas
(employee administration & employee salary review)
break each into atomic services
look at at communication betweeen services and add contracts for communication with policies or sla's
in your case when ever salary review happens you can
use a service hypothitically named as salary review service
and associate set of actions like linking etc...
