    Is there a way to generate a sample web service skeleton from wsdl file using BEA or any other tool?

    BEA or any other tool, I assume you are refering to the IDE. Dear friend, if you have a look at Apache Axis, you will be getting a clear picture. And most of the IDE plugins make use of Axis. http://ws.apache.org/wss4j/axis.html
