Javelin Software has released the free JLogger 1.5 development kit. JLogger is a pre JDK 1.4 implementation of the standard Logging API's. This means that you can write your code to the JDK1.4 standards (on JDK 1.2+) without future migration worries. JLogger allows you to log to the console, a file or a socket at the same time.

Includes a Swing Console to Monitor LogRecords.

The license is so restrictive it makes JLogger unusable. I'll stick with Log4J.
Another solution is at http://javalogging.sourceforge.net/, the LumberJack implementation of java.util.logging. Oh yeah, and it's open source and free.
Ignore the license, its an old copy.
Robin will update it to make it better.
It is open source.
The copyright.txt file included with the source only covers the binary version of Jlogger. There' a copyright in the source code files but nothing about licensing of the source.
