Thanx for the info. But what we are looking at Entitlement engines which should be rule based so that the end user need not wait for the developers to create or modify rules. -

Why not try www.rulecore.com? ruleCore is a stand alone rule engine for reaction rules (ECA).
You send events to it through a number of ways, XML-RPC would be the most obvious choice from Java, or perhaps WebSphere MQ if you have it.
It's GPL, so price wouldn't be an issue ;)
