The question that I want to ask is that is struts as a web development framework makes the user strictly follow the MVC Model or is it upto the developer to use it where he thinks it is good.

In MVC2 paradigm, there is a separate front controller (ActionServlet), View (JSP) and model. Struts framework is modelled to adhere to the MVC and hence Struts applications enforce MVC.

Component models like JSF use a pull model approach that basically puts the controllers in your session/request and the view can pull the data it needs.
