EJB design: java utils.dbping error

    I am trying to connect weblogic server with oracle database. When i am trying the dbping utility, i am getting the following error:
    D:\>java utils.dbping ORACLE SHIVA vashi venus


    ---------- LOGIN ERROR CODE: 24327

    Error encountered:

    java.sql.SQLException: ORA-24327: need explicit attach before authenticating a u
    ser - (SHIVA/********@venus)
            at weblogic.db.oci.OciConnection.getLDAException(OciConnection.java:143)

    what is cause of this?
